PowerSchool SIS: Illinois Course Assignment Report

Generate, validate, and troubleshoot Illinois Course Assignment files for ISBE SIS using course and stored grade data from PowerSchool SIS.

Overview

The IL Course Assignment report creates data files for submission to the Illinois State Board of Education (ISBE) SIS using course and stored grade information from PowerSchool SIS.

This report is used for multiple Illinois course assignment submissions, including Student Course Assignment V2 (SCA), Outside Course Assignment (OCA), College Course Assignment (CCA), and Preschool Student Course Assignment (PSCA).

Stored Grades Are Critical

The report primarily pulls from Historical Grades / StoredGrades. If stored grades are missing or incomplete, the report may extract blank values for course end date, course credit, or final grade.

Report Modes

When running the IL Course Assignment report, select the appropriate mode based on the type of data being submitted.

Mode Purpose
Student Course Assignment V2 (SCA) Reports coursework completed by students in grades K–12 at the district.
Outside Course Assignment (OCA) Reports coursework completed by students transferring from non-Illinois public districts.
College Course Assignment (CCA) Reports college coursework, including the IPEDS number of the community college.
Preschool Student Course Assignment (PSCA) Reports coursework completed by Pre-K students.
OCA Note

The OCA is no longer a required state submission, but the mode may still be available in the report.

Extract Viewer

The Extract Viewer link is available on the State Reports page in the description area for the IL Course Assignment report.

Use the Extract Viewer as a troubleshooting tool to review extracted data before submission.

  • Select No for Run from Extract Viewer the first time the extract is generated.
  • If No is selected, the current Extract Viewer data is replaced with the newly generated extract.
  • Select Yes only when intentionally processing from the Extract Viewer.
Selection Criteria

Selection criteria determine which records are included in the report. For the IL Course Assignment process, students enrolled in the school or district at any time beginning July 1, 2010 may be included.

Student Selection

A student is selected when:

  • The student is not excluded from state reporting.
Grade Selection

Historical Grade records are selected when:

  • The grade was earned in the year and term selected on the report input page.
  • The grade is not excluded from state reporting.
  • The grade is not tied to a section or course excluded from state reporting.

If no Historical Grade records exist, the report may use current class enrollment records from the CC table for grades K–8. However, when the report pulls from current class enrollment instead of StoredGrades, the following fields may extract as blank:

  • Course End Date
  • Grade
  • Course Credit
Required Setup Before Running the Report

Before running the IL Course Assignment report, verify the Illinois state setup.

Letter Grade Mapping

Letter Grade Mapping is used to map PowerSchool grade scale values to Illinois state Course Final Letter Grade values.

Path: District Office → District Setup → Illinois State Information → Letter Grade Mapping

If a stored grade value is not mapped, the extract may return an error such as:

NO MATCH FOR [grade] IN LETTER GRADE MAPPING

Term Grade Mapping

Term Grade Mapping identifies which Store Code should be extracted for each term and school.

Path: District Office → District Setup → Illinois State Information → Term Grade Mapping

For example, a school may map the following reporting terms to Store Codes:

Term Store Code to Extract
First Semester S1
Second Semester S2
Full Year Y1

A mapping record must exist to tell the report which stored grade code to use for the selected reporting term.

Stored Grades Requirement

The IL Course Assignment report relies heavily on Historical Grades / StoredGrades.

Grades may be created by:

  • Running the Store Grades process
  • Manually entering grades in Historical Grades
  • Importing StoredGrades records

If grades are not stored, the report may extract blank values for final grade, course credit, and course end date.

Manual Historical Grade Entry Notes

When manually entering Historical Grades:

  • Be logged into the school from which the grade should be extracted.
  • Do not enter the record from District Office if the grade should report from a specific school.
  • If the grade was earned at another Illinois public district and should not be reported by the current district, select Exclude this Historical Grade from State Reporting.
  • For grades earned at non-Illinois public districts, use Show Additional State Fields and populate the required outside course fields.
  • For OCA reporting, the OC Facility Type must be selected for the record to extract.
Entry Scenario Report Behavior
Course Number is entered Data may be pulled from the course if state fields are not populated on the stored grade.
Course Section is entered Data may be extracted from the section.
Course Section is blank Data may be extracted from the course.
Course Number is blank Data is extracted only from fields entered directly on the Stored Grades page.
Stored Grade fields are blank Blank values may extract.
Running the Report
STEP 1
Open the Illinois State Reports Area

Go to the Illinois State Reports area and select IL Course Assignment.

Report Input Fields
Use Option Description
Default – District Wide Includes all records on the PowerSchool server that meet criteria.
Current School Only Includes records associated with the current school only.
District Wide Includes all records on the PowerSchool server that meet criteria.

If running at the school level, the report includes records associated with the current school that meet the criteria.

Students to Include Option Description
Selected students only Runs the report for students in the current selection.
All students Runs the report for all students in the current school or district that meet criteria.
Selected Student Note

If running the report for a single student or group of students, select the students before running the report.

Processing Option Description
In Background Now Recommended option. Runs the report immediately in the background.
ASAP Runs the report in the order received in the report queue.
At Night Runs the report during the next evening.
On Weekend Runs the report during the next weekend.
On Specific Time Runs the report at the selected date and time.
RCDTS Number

Enter the 15-digit RCDTS number. The RCDTS value is used in the file name and report header.

Outside Course Assignment (OCA) Select for Outside Course Assignment reporting.
College Course Assignment (CCA) Select for College Course Assignment reporting.
Pre-K Course Assignment (PSCA) Select for Preschool Student Course Assignment reporting.
Date Field Description
Start Date Enter the report start date. This is the first date of the semester or reporting period used to extract class or grading information.
End Date Enter the report end date. This is the last date of the semester or reporting period used to extract class or grading information. When the report pulls from current class enrollment records, review the end date carefully against the student’s course enrollment dates.
Extract Section From Option Description
SectionID Uses the internally assigned numeric SectionID.
Section Number Uses the PowerSchool section number assigned to the course section.
Course + Section Appends the section number to the course number.

Use the same section-number logic as related Illinois reports, such as the IL Teacher Course Assignment report, so submitted section numbers match across files.

If the Override Section Number field is populated on the Historical Grade record, that value is reported. If it is blank, the section number is extracted based on the option selected at runtime.

Include Standards-Based Grades

Select Yes to include standards-based grades.

To include standards-based grades, confirm the following:

  • Standards are selected in District → Standards Mapping.
  • The course is not excluded from SCA/OCA/TCA reports.
  • Letter Grade Mapping exists for the standard grade scale.
  • Final grade calculation is mapped for standards under PowerTeacher Pro grade preferences.
  • The standards list is mapped to the standard grade scale.
Key SCA Output Fields

The Student Course Assignment V2 (SCA) output includes student, course, grade, and state reporting fields.

Field Source / Behavior
Student ID ISBE student identification number from Illinois State Information.
SAP ID PowerSchool Student Number.
Legal Last Name Legal Last Name from Illinois State Information; falls back to demographics if blank.
Legal First Name Legal First Name from Illinois State Information; falls back to demographics if blank.
Birth Date Student date of birth.
RCDTS Home School Student’s recent re-enrollment home school.
RCDTS Serving School Pulled from Historical Grades if populated; otherwise falls back to student or school state fields.
School Year Pulled from CC TermID or StoredGrades TermID.
Term Pulled from runtime selection or Term Grade Mapping if blank.
State Course Code Pulled from Historical Grades, then section/course setup if blank.
Local Course ID Pulled from StoredGrades course number or course setup.
Local Course Title Pulled from StoredGrades course name or course setup.
Student Course Start Date Pulled from Historical Grades or CC DateEnrolled.
Section Number Pulled from Override Section Number or runtime section selection logic.
Course Level Pulled from Historical Grades, then section, then course setup.
Course Credit Pulled from StoredGrades Potential Credit Hours; if blank, may pull course credit hours.
Student Course End Date Pulled from Historical Grades or CC DateLeft, depending on available data.

Course Final Letter Grade / Completion Status

The Course Final Letter Grade / Completion Status field is one of the most important fields in the IL Course Assignment report.

The report converts the PowerSchool StoredGrades grade value using the Illinois Letter Grade Mapping setup.

If no mapping exists, the report may extract:

NO MATCH FOR [grade] IN LETTER GRADE MAPPING

If there is no stored grade record associated with the class, the final grade value may extract as blank.

Withdrawn Students

If a student withdrew from a course and did not receive course term credit, the report may output:

17 - Withdrew from course. Student did not receive course term credit. Student was not enrolled on Course End Date.

Review dropped-course records carefully to determine whether the value is correct or whether the student has another completed section that should report instead.

Course Credit

Course Credit is extracted from the Historical Grade record.

The report uses:

StoredGrades Potential Credit Hours

If that field is blank, the report may use the course credit hours.

Course Credit reports to the third decimal place.

For all terms except Q5, Course Credit must be between:

0.001 and 3.000

If Historical Grades are missing or credits are incorrect, the report may show blank, incorrect, or inflated course credit values.

Course End Date

The Student Course End Date is pulled from Historical Grades when populated.

If the Historical Grade Course End Date is blank, the report may use the student course enrollment end date from the CC record.

If the course is not completed and final grades are not populated, the Course End Date may extract as blank.

For SCA, the StoredGrades grade must be populated for a Course End Date value to report.

When Historical Grades Are Missing

If no Historical Grade record exists, the report may use current class enrollment records for grades K–8.

However, when the report pulls from CC records instead of StoredGrades, the following may extract blank:

  • Course End Date
  • Course Credit
  • Final Grade

This is why grade storage is critical before final state reporting.

Common Causes of Blank or Incorrect IL Course Assignment Data
  • Missing Historical Grades: If grades were not stored, the report may not have a grade record to extract. This can result in blank Course Final Letter Grade, blank Course Credit, and blank Course End Date.
  • Blank Stored Grade: If a Historical Grade record exists but the Grade field is blank, the Course Final Letter Grade may extract as blank.
  • Missing Letter Grade Mapping: If the StoredGrades grade value is not mapped, the report may return a “NO MATCH” message instead of a valid state grade code.
  • Missing Term Grade Mapping: If Term Grade Mapping does not identify the correct Store Code for the reporting term, the report may pull the wrong Store Code or fail to extract the intended stored grade.
  • Section or Course Excluded from State Reporting: If the section or course is excluded from state reporting, the grade record may not extract.
  • Historical Grade Excluded from State Reporting: If the grade record is marked as excluded from state reporting, it will not be included.
  • Manual Grade Entered from the Wrong School Context: If a Historical Grade was manually entered while logged into District Office or the wrong school, reporting fields may not populate correctly for the intended school.
  • Student Changed Sections: If a student changed sections during the year, the report may extract the dropped section, current section, or stored grade record depending on the Historical Grade and CC records available. Review the student’s Historical Grades and course enrollment history to confirm which section should report.
Troubleshooting Blank Grades
CHECKLIST
When the Report Shows a Blank Final Grade
  1. Open the student in PowerSchool SIS.
  2. Go to Historical Grades.
  3. Confirm whether a Stored Grade exists for the course and reporting term.
  4. Confirm the Grade field is populated.
  5. Confirm the grade is not excluded from state reporting.
  6. Confirm the section and course are not excluded from state reporting.
  7. Confirm the grade value exists in Letter Grade Mapping.
  8. Confirm the correct Store Code is configured in Term Grade Mapping.
  9. Confirm the correct report mode, start date, and end date were used.
  10. Re-run the extract or review the Extract Viewer.
Troubleshooting Missing Course Credit
CHECKLIST
When Course Credit Is Blank or Incorrect
  1. Review the Historical Grade record.
  2. Confirm Potential Credit Hours is populated.
  3. If Potential Credit Hours is blank, review the course credit hours setup.
  4. Confirm the credit value is valid for the reporting term.
  5. Review duplicate Historical Grade records for the same student/course/term.
  6. Confirm the student did not receive duplicate credit from multiple sections or schools.
Troubleshooting “NO MATCH” Grade Mapping Errors
CHECKLIST
When the Extract Displays a Mapping Error

When the extract displays NO MATCH FOR [grade] IN LETTER GRADE MAPPING, review:

  1. The student’s Historical Grade value.
  2. The grade scale used by the course.
  3. Illinois Letter Grade Mapping.
  4. Whether the grade should be mapped to a valid state Course Final Letter Grade value.
  5. Whether the grade should be corrected, excluded, or officially reported.
Important

Do not map a grade value unless the district confirms the correct state reporting interpretation.

Troubleshooting Withdrawn Course Records
CHECKLIST
If the Extract Shows a Withdrawn / Completion Status Value

Review:

  • Student course enrollment dates
  • Section changes
  • Dropped classes
  • Historical Grade records
  • Whether the student completed the course in another section
  • Whether the student should receive course term credit

If a student dropped one section but completed the same course in another section, verify that the completed section has the correct Historical Grade and that the dropped section is not incorrectly driving the reporting result.

Best Practices
  • Store grades before running final IL Course Assignment reports.
  • Confirm Letter Grade Mapping and Term Grade Mapping before extraction.
  • Use Extract Viewer for troubleshooting.
  • Export Historical Grades before performing mass corrections.
  • Avoid mass grade storage if final grades do not exist in teacher gradebooks.
  • Correct Historical Grades directly when the official grade exists outside the gradebook.
  • Review blank, duplicate, and excluded Historical Grades before submission.
  • Verify Course Credit values before submitting.
  • Review students who changed sections during the year.
  • Keep final extract files and validation documentation for audit purposes.
